薄膜型货物围护系统运营风险分析及响应

Operational Risks Associated with Membrane Type Cargo Containment System and Countermeasures

摘要: 大量液化天然气(Liquefied Natural Gas, LNG)运输船采用薄膜型货物围护系统载运液化天然气，薄膜型货物围护系统运营安全性被广泛关注。介绍薄膜型货物围护系统结构特点，建立薄膜型货物围护系统运营风险分析和响应模型，通过分析运营场景来识别影响货物围护系统安全的风险点，采用风险影响估计方法梳理出风险点对货物围护系统和船舶安全的影响及等级，提出风险事前预防措施、事中应急响应和事后补救方案，确保及时处置险情，保障货物围护系统和船舶安全运营。结果表明：该研究应对货物围护系统发生安全风险能力的提升有一定的借鉴。

Abstract: The structure features of membrane type cargo containment system widely equipped on LNG(Liquefied Natural Gas) carriers are introduced.The model for analyzing the operational risks associated with the system is built.The risk factors are identified for different operation scenarios.The Impacts of the factors on the safety of the cargo containment system and the ship are assessed and graded.The precautions, emergency actions and Remedial treatments are planned.
