基于熵权-TOPSIS模型的内河通航水域界定方法研究

摘要: 目前,我国尚无统一的内河通航水域界定标准或方法,为解决内河通航水域划分不明确带来的诸多问题,减少内河通航水域界定中主观因素的影响,现选用熵权法与TOPSIS(Technique for Order Preference by Similarity to ideal Solution)模型相结合进行研究。以水域的整体可通航性为界定主体,选择对通航安全影响较大的客观量化指标,创立内河通航环境条件评价指标体系,构建熵权-TOPSIS模型对其进行测评,算得各水域的通航风险贴近度,根据求得的结果进行界定。经与当地海事监管工作实际比对,验证了方法的可行性和实用性。该方法可作为内河通航水域界定研究的重要参考,也可为海事部门对内河水域的界定提供一定的理论支持。Abstract: In order to make navigable waterway defining more objective, entropy weight TOPSIS Model is introduced.An inland water navigation environment assessment index system is created and an entropy weight TOPSIS Model is built to conduct the assessment.The closeness of navigational risk associated to water areas are calculated and based on the result, the waters are classified.The method is verified through practical application.
