Abstract: Control of Marine garbage is the common concern of the international community.To stop illegal dumping of ship-generated wastes is one of important measures of ecological civilization construction.It is also the demand of the target Rising to the Sea.The legislative background of EU in controlling ship-generated wastes is introduced and the EU Directive on Port Reception Facilities for Ship-Generated Wastes and Cargo Residues is analyzed, focusing on its core system design.The status of legislation in the field is discussed and the suggestion about formulating a comprehensive regulation on ship-generated wastes is suggested, including a ship-generated wastes receiving and treatment plan and wastes processing charge system which are not available in China yet.
