基于DEA模型的长江沿线主要内河港口效率评价

    Efficiency Evaluation of Major Inland Ports along the Yangtse River Based on DEA Model

    • 摘要: 为准确有效评价我国长江沿线内河港口效率,在构建内河港口效率评价体系基础上,运用三阶段DEA模型对2013—2018年长江沿线7个主要内河港口的效率进行实证分析。研究结果表明:长江沿线主要港口整体上综合效率未达到效率前沿面,实际上是规模无效率造成的,且存在较大的投入冗余和资源浪费现象,但总体呈上升态势,具有时间动态变化性;各区域港口效率存在较大差异,长江上游和长江下游的港口效率相对较高,长江中游的港口效率最低;排除环境和随机因素后,港口的综合效率、纯技术效率和规模效率都有不同程度的波动,说明这些因素确实对港口效率存在影响。最后,根据我国长江沿线内河港口存在的问题提出相关建议。

       

      Abstract: Empirical analyses of efficiency of inland ports are performed by means of the three-stage DEA model with the data from 7 major inland ports along the Yangtse River in 2013-2018. The analysis indicates that in general, the comprehensive efficiency of the major ports was going up, but still not up to the standard. The cause of that was high input redundancy and resource-wasting. There were differences among the ports. The efficiencies of ports at the upstream and downstream of the river were relatively high while the ports along the middle reach of the river performed with rather low efficiency. Fluctuation of the comprehensive efficiency, pure technical efficiency and scale efficiency were seen after compensation of the impact of environment change and random factors. The measures to overcome existing problems are proposed.
