基于AHP群决策的三峡后续工作规划航运项目实施评估模型

    Implementation assessment model for Waterway Transport Project of Three Gorges Follow-up Work Plan Based on AHP Group Decision Making

    • 摘要: 为加强三峡后续工作规划航运项目绩效管理,在借鉴国内外相关研究的基础上,构建了基于AHP群决策和F综合评判的三峡后续工作规划航运项目实施评估模型。首先结合基本建设、航道养护及科学研究等3类项目特点,分别建立项目实施3级评估指标体系,并运用AHP群决策和聚类分析的方法确定各级评估指标的权重。然后运用中间矩形分布函数和F统计法确定定性评估指标隶属度;对定量评估指标的隶属度,按效益型和成本型指标分别选择偏大型和偏小型梯形分布函数予以确认。最后运用F综合评判模型进行评判,并结合评判集的各临界值,确定项目实施评估得分及对应评估等级。以基本建设类项目实施评估为例,对评估模型可用性和有效性进行了验证,结果表明,评估模型可用,项目实施评估结果与实际管理情况相符。

       

      Abstract: The assessment index systems for construction, channel maintenance and research are developed according to the features of each project category and the weights for the indexes are defined. Non-bias rectangular distribution function and F-test is used to determine the membership degree of measurements of indexes, which are confirmed according to trapezoid membership function in favor of upper or lower deviation, depending upon the type the index belong to, cost type or profit type. The resultant assessment is obtained with F comprehensive evaluation model. The final score and grade are decided against the set critical values. The assessment process of a construction project is presented as an example.
